Additional Secretary Secretary refused to review the final investigation report

Additional general secretary Omkar Sharma, who conducted a factual investigation into the death of Vimal Negi, chief engineer of Himachal Pradesh Power Corporation Limited (HPPCL), rejected Omkar Sharma the request of the electricity department to include the final report to include the refusal of three officers. Through a letter written on May 14, 2025, Secretary (Energy) Rakesh Kanwar demanded that the statements of the three officers against whom Nine’s family made the allegations. On April 8, 2025, Sharma submitted a 66 -page facts to the electricity department in a sealed envelope, produced in court. ACS (home and income) said in a letter to Kanwar on May 15, 2025: “It would not be justified to remove, add or review anything under law and justice. So there was no change or review in the investigation report and originally returned with records.” Three officers Harikesh Mena, Managing Director (HPPCL), Shivam Pratap, Director (Staff) and Desh Raj, the Director Sharma appeared and testified. Kanwar wrote, “Some comments were made in the investigative report against the guilty officers, but they do not have the opportunity to refute, which is a substantial requirement of the principle of natural justice.” He also wrote that the investigation report is a set of statements and that it is outside the area. Sharma is leading a factual investigation to investigate the allegations against the management of Himachal Pradesh Power Corporation Limited into the death of Chief Engineer Vimal Negi, general manager (electricity). He said: “The officials have signed their statements after they were satisfied. The right to indicate the guilty officers is only available if they have regularly investigated departmental investigation.” In his answer, Sharma also opposed the remarks made by the Secretary (Electric)) Rakesh Kanwar that he worked as an investigating officer from the scope of the investigation. He says that this remark is “not rational at all.” He rejected the request for the investigation report, rejected, and wrote: “Your department ignored the fact that it was only a factual report, not a regular investigation.” Share this story -tags
