Deputy Minister of Home Affairs Rebekah encourages Papua Mountain Provincial Government to focus on implementing PHTC
Jakarta – Deputy Minister of Home Affairs (Wamendagri) Ribka Haluk asked the Papua Mountain Provincial Government (Pemprov) to focus on the implementation of the Fast Best Results Program (PHTC) or quick win launched by President Prabowo Subianto. He emphasized that this program is the government’s effort to ensure that the welfare and quality of life of the people, especially in Papua, can go well. “Then we will keep a close eye on all the quick win programs of the President, so. If the governor or regent does not seriously manage the President’s program for the past five years, it will be an evaluation for the President,” Ribka said in his statement, Monday (20/10/2025). He said this when he chaired the ‘Quick Win’ program coordination meeting at the Baliem Pilamo Hotel, Wamena, Jayawijaya Regency, Papua Mountains on Monday (20/10). PAGE TO CONTINUE CONTENT Rebekah urged the Papua New Guinea Provincial Government to support central government programs and policies. He also highlighted the issue of food self-sufficiency which is still a challenge in Papua’s mountains. Rebekah advised the local government (Pemda) to play an active role in overcoming these challenges. In particular, Rebekka requested that a comprehensive master plan be prepared for the long term. This is because the food issue is still a trigger for the price gap in the region. Therefore, the provision of land for agriculture needs serious attention. “It would be better to open a garden, open a farm, rice fields, or something. It has to be started, it can’t be helped,” he said. Rebekka added that the natural potential in Papua’s mountains has abundant wealth. He asked the local government to utilize this wealth optimally. This is in line with the government’s ethos which emphasizes the use of natural resources (NAR) to achieve food self-sufficiency. “He (the President) ordered our Minister of Agriculture to be self-sufficient in food. And it is happening, today is exactly one year (of President Prabowo’s administration),” he said. In addition to the food sector, Rebekah also encouraged the Papua Mountain Provincial Government to revive the Red and White Village/Subdistrict Cooperative (Kopdeskel). It is believed that the existence of Kopdeskel will encourage the circulation of money in the regions so that poverty rates can be reduced. “So the president wants it, it is mandatory for regional governments to manage village cooperatives and have them established,” he said. During the meeting, Rebekah also appreciated the ranks of the Papua Mountain Provincial Government for their achievements in the realization of the Regional Revenue and Expenditure Budget (APBD) for Fiscal Year (FA) 2025 from October 10, 2025. During that time, the Papua Mountain Provincial Government managed to realize revenue of 73 percent. Meanwhile, for expenditure realisation, the performance was 53.83 per cent. For these efforts, Rebekah expressed her appreciation while hoping that this performance could still be improved. As a form of appreciation, Rebekka presented a plaque to the Governor of Mountainous Papua, Jhon Tabo. “It is appreciation from the Ministry of Home Affairs to the Governor of Mountainous Papua that he has succeeded in making this a reality [belanja] “today it meets the national standard of more than 53 percent,” he said.
