State Bureau, Ranchi. A hearing was held on Friday in the case of the Jharkhand High Court Judge SN Prasad and Justice Sanjay Prasad in the case of finding HIV -infected prisoner in the state. The court took the case seriously, the government instructed to take concrete steps. The court said that the health of the prisoners and the safety of their human rights is the responsibility of the state. During the hearing, several senior officials, including additional general secretary of Health Department Ajay Kumar Singh, general secretary of the Department of Home Affairs, Vandana Date, attended the court. During the hearing, the court was told that the state government would consult the AIDS Control Society on the subject and prepare the necessary guidelines. The court said that the procedures of HIV and AIDS (Prevention and Control) Act, 2017 should be strictly followed. Articles 13 and 14 of the Act were given the responsibility of providing HIV prevention, investigative facilities, anti-crime therapy and other medical facilities to the central and state governments. The court corrected the next hearing of the case on November 7, 2025. Until then, the state government will have to submit a detailed proposal and action plan. The court is currently exempt from the personal presence of the officials. The court took note of this after a prisoner’s case of HIV infected. The prisoner has been in custody since June 2, 2023. Earlier, he was in the Dhanbad district, after which he was moved to the Jayaprakash Central Prison of Hazaribagh on August 10, 2024. He was infected during supervision on January 24, 2024. After which the court ordered all the officers to appear.
