ADGP -Suicide Case: 8 IPs and 2 IAS officials serious allegations, very serious revelations in suicide note

Senior IPS officer ADGP Y. The Puran Kumar’s suicide case has panicked under Haryana police and administrative officials. A eight-page suicide letter was restored from the IPS officer in 2001 in which he transferred his entire property to his wife. He also shared experiences of harassment and discrimination during his career, saying that his eight IPs and two IAS officials put him under constant spiritual and administrative pressure. In the suicide letter, Kumar made serious allegations against several senior officials, mainly the former director -general of Haryana police. They mentioned casteism, discrimination in the post, irregularities in ACR, a lack of government accommodation and administrative neglect of complaints. At the time of suicide, Puran Kumar was wearing a lower dress and T-shirt. Suicide note was recovered from his pocket. Police did videography and photography of the entire incident, and the forensic team collected very important evidence. Family members and people present at home are also questioned. Y. Who was Puran Kumar? Y. Puran Kumar was an IPS officer from Haryana Cadre in 2001 and was known for his tough and fearless nature. He held several important positions during his career, including IGP (Rohtak Range), IGP (Law and Order), IG (Telecom) and recently IG, Police Training Center (PTC) Sunaria, Rohtak. In mid -2025, the government transferred itself from Rohtak Range to PTC Sunaria through a transfer order. That was his last post. In departmental circles, this transfer was considered a punishment. Questions about suicide on the morning of October 7 were heard gunshots from his official residence in Sector 11, Chandigarh. When police reached the place, Y. Puran Kumar was soaked in blood. According to sources, he shot himself with his service revolver. At the time of the incident, his wife, Amneet Kaur, was an IAS officer and commissioner and secretary, Department of Foreign Cooperations, the Haryana government on a visit to Japan with chief minister Nayab Singh Sainin. Chandigarh inspector -General of the police and other senior officials reached the place and began investigation. A career full of controversies and conflicts Puran Kumar was often involved in administrative correspondence, court requests and complaints. He was a vocal voice against discrimination, arbitrary and illegal orders within the department. In July 2020, he accused the then director -general of the police, Manoj Yadav, of targeting him for personal rivalry and cabinets discrimination. He accused Rajeev Arora, additional general secretary, home department, of preparing a biased investigation report. They have filed petitions in the Haryana High Court in which they question the validity of administrative decisions related to appointments, the granting of housing and the creation of posts. He disputed the order of the creation of new police posts without the consent of the Department of Finance. In 2024, he filed a complaint against the DGP Shatrughan Kapoor claiming that the ordinance was violated in temporary transfers. Puran Kumar said he and his scheduled cabinets faced discrimination in promotions and housing. He also claims favorites by officials in the granting of government vehicles and the creation of posts. Police investigation from PSO and bribery revealed that Puran Kumar’s PSO Sushil Kumar mentioned the name of his senior officer. Sushil acknowledged that at the request of Puran Kumar he had demanded monthly payment of a drinking business. Beverage -businessman Praveen Bansal has submitted a fir in Rohtak. Bansal said he received a call from the inspector general’s office in June. He was called there, threatened and asked to meet Sushil to settle the monthly payments. A few days later, Sushil came to his office and demanded Rs 2.5 Lakh. When he refused, he was mentally and physically tortured. Based on the fir, sushil was arrested and jailed. During the investigation, there is a sound clip in which sushil can be seen to talk to the businessman about money transactions. Puran Kumar was on leave. Sources said he was removed from the post of IG from Rohtak Range on September 29 and appointed as IG from PTC Sunaria. He has been on leave ever since. Many senior officials considered this transfer a punishment.
