Jakarta – Member of the Indonesian Supreme Audit Agency (Ltd) Bobby Adhityo Rizaldi explained that Indonesia needs a cybergeneration. In his presentation, Bobby explained that the world is currently entering the modern war phase that is no longer just on land, sea and air, but also in the cyber room. He considered Indonesia no longer the formation of the TNI Siber Matra as the fourth pillar of national defense. If we do not prepare a strong cyber dimension, the national sovereignty and security will still be in danger,” Bobby told reporters Tuesday (9/9/2025). The thesis he wrote deviated from analyzing different global cyber incidents, such as Stuxnet-Malware attacks that paralyzed Iran’s core facilities, to cyber attacks in the Georgia Russian conflict that disrupted the opposing military communication. According to Bobby, Indonesia is staring at thousands of cyber attacks on the defense ministry, TNI, every day to the energy sector. “Data from BSSN shows that nearly one billion cyber attacks are recorded in 2022. The number is not ordinary statistics, but a strong alarm that cyberspace has become a new battlefield,” he explained. Bobby explained the conceptual design of the formation of TNI kuber dimensions containing three main aspects. First, strength (power), starts with 100 cyber -expert staff, equipped with education and special skills, as well as a budget of about RP 48 trillion for six years construction. Second, the title (organization/deployment), the cyber dimension is integrated into the TNI structure with an annual joint cyber practice to be held. Third, ability (ability), which will be focused on increasing early detection, rapid response and resistance to attacks such as malware, ransomware and DDOs. “Siber dimension is the key to guaranteeing confidentiality, integrity and availability of defense information. It is the digital shield of the country in the 21st century,” said former Golkar Party legislature. The former member of the House of Representatives Commission reminded me that many countries have placed Cyber as the official war domain. The NATO has acknowledged since 2016 that cyberspace is equal to land, sea and air. Singapore even formed a digital and intelligence service (Dis) as the fourth dimension. “If other countries have gone far, Indonesia should not be an easy target. We must immediately build up cyber dimensions to protect national interests from digital infiltration,” he said. In his thesis, Bobby developed a strategy model for cyber defense that combined CIA -Triad (confidentiality, integrity, availability), nist framework and basic acts of exploration approach. This model places the detection of threats, quick reactions and system recovery as the most important cyber defense cycle. In addition, he proposed a six -ware frame that included brainware, hardware, firmware, software, infrastructure goods and budgetary goods as the basis of independent and sustainable cyberdimensional development. Bobby emphasized that the formation of TNI cuber dimensions was not only a military affairs, but a strategic decision by the state. Indonesia, he said, still has a lack of coordination, comprehensive regulations and national Cyber Crisis Command Centers. “The formation of the TNI cuber dimension must go hand in hand with the renewal of regulations, strengthening BSSN and international cooperation. This is not an option, but a necessity for the sovereignty of the country,” he said. “Modern warfare is no longer a matter of tanks and aircraft. The strongest weapon today may be in the form of program codes. Therefore, the TNI must have a cyber dimension as the leading waiting to maintain the digital sovereignty of Indonesia,” he concluded.
