Chairman of the DPR Banggar encourages evaluation of ministers with objective measures

Jakarta – Chairman of the DPR RI Budget Agency (Banggar), Said Abdullah, emphasized that evaluation of ministers is the president’s prerogative. He said the change of ministers depends entirely on the president’s strategic interests, not other factors. “The President has the prerogative to evaluate the performance of the ministers. Because the ministers are chosen and appointed by the President. The ministers are the President’s assistants,” said Said in his written statement, Sunday (19/10/2025). Said said to support an objective evaluation process, the President has a number of technical institutions such as the Presidential Personnel Office (KSP), Cabinet Secretariat and special staff in various fields. According to him, these institutions can develop Key Performance Indicators (KPI) as a basis for assessing the performance of ministers. The PDI Perjuangan politician believes that KPI-based evaluation will make performance measures more measurable and fair for all parties. He gave an example, these indicators can be agreed to be reported periodically. “In this way, the measurements are clear, there are targets, organizational support, budget and timeline. For example, it can be agreed that the KPI will be submitted once every six months to measure the minister’s work progress. The evaluation measures are therefore clear, not subjective,” said Said. According to him, this mechanism will also prevent the emergence of ‘camouflage performance’, namely the impression that the minister works well because he is popular with the public, even though his policy has no structural impact. “Such an evaluation model will also prevent the President from finding subordinates who develop camouflage performance,” he added. Said emphasized that if evaluations are carried out based on measurable measures, ministers will not feel disadvantaged when they are replaced because of their performance. “Based on this, I don’t think any minister will feel disappointed if they are moved because their performance is not good,” he said. Prabowo’s ultimatum Said Abdullah’s statement emerged following the attitude of President Prabowo, who said in a scientific speech at the public senate session of the National University of Indonesia (UKRI) that ministers who have been warned one or two to three times and are still “naughty” will be replaced. “My subordinates are great, aren’t they? If there are one or two naughty ones, I’ll warn them, right?” said Prabowo on Saturday (18/10) at The Trans Luxury Hotel, West Java. “One warning, you’re still naughty, you still won’t listen, two warnings, three times, it’s okay to move,” he continued. Prabowo will not be afraid to face the ‘thieves’ in this country. He believes the people are after him. “I have no doubt, I will face corruption, criminals, thieves, I will face it with my brothers and sisters.
