Acting ICE director Todd Lyons told CNN that investigators are still determining whether victims are employees, visitors or prisoners. “It can be employees, it can be civilians who visited the facility, it can be detainees,” he said. Emergency response dozens of police and emergency vehicles were sent to the scene, with a highway near the facility that was blocked off during the reaction.
