The victim was chained by the two because he was too active. S was chained when his parents wanted to take the victim’s younger brother who had a heart disorder to Central Lampung for treatment. The victim was chained twice to restrict his activities. “So this incident happened twice, both parents admitted that they had to do it because their daughter was too active.
