Thereafter, the reception speech was presented by the Valmi Governing Council, Ishwar Chandra Thakur. During the meeting, a thorough and point review of the progress of schemes and programs related to different regions of the department was reviewed. Physical and financial progress under the review of the irrigation sector, the status of water supply at the end of the channels, the pending topics associated with land acquisition and the updated situation of progress visits were discussed in detail. Minister Shri Vijay Kumar Chaudhary said during the meeting that the meeting face to face is better, it will help to understand the soil problems. Such meetings will accelerate the progress of work. He clearly said that all the websites must be taken seriously before the upcoming irrigation season, and that personal responsibility will be corrected when any error is revealed. The minister also strictly instructed the main engineers to take action against the sensors taking care of the works. The necessary disciplinary action must also be taken against the sensors that are compromised on irregularities, negligence or quality. The priority of the state government is that every farmer must receive timely irrigation facility and that departmental liability for this must be assured equally. General Secretary Santosh Kumar Mall, while addressing the meeting, expected that all the department officials would ensure the highest level of irrigation facility in their respective areas. He informed that 37 lakh hectares of irrigation capacity were created in the state, which is the primary purpose of the department to implement 100 percent, and with this he also ordered all action plans to be completed within the set time. He gave a clear warning that if the damage of the canal dams in an area and the water plane in the area arises, disciplinary and departmental action will be done by determining responsibility against the executive engineer, assistant engineer, junior engineer, except the main engineer. All officers were also instructed to prepare and dedicate the detailed route of the channel site inspection for their areas for the next one week. In various sessions of the meeting, the progress of schemes operating in Siwan, Motihari, Darbhanga, Saharsa, Bhagalpur, Biharseharif, Gaya, Aurangabad and Dehri area has been reviewed in detail. All officials provided information on the updated progress of their areas to the minister and shared their view for the effective implementation of the schemes.
