In a landmark moment for UPSC, the Supreme Court has approved the proposal of the Union State Service Commission (UPSC) to publish preliminary reply keys immediately after the preliminary investigation of the public services. The Supreme Court Bank, chaired by Justices PS Narasimha and Chandurkar, recently delivered the ruling to extensive summit. The bank noted that the new affidavit of the commission represents a ‘conscious and well -considered decision’. Postal exam will now open the UPSC window to increase objections and challenge the answer key before the results are completed. In particular, the bank rejected a group of petitions that challenged the UPSC’s earlier delayed disclosure policy. According to the Apex Court, the revised mechanism effectively addresses candidates’ grievances, while the UPSC’s functioning is in line with the principles of fairness, accountability and transparency. This monumental change comes after sustained legal efforts by UPSC -Aspirants Vidushi Pandey and Himanshu Kumar, which were for timely publication of answer scripts. The two aspirants of the public services approached the court to seek the timely publication of answer keys, cut -off points and candidates’ scores. They argued that the withholding of these details until the last phase of the exam cycle deprived aspirants of a fair chance to evaluate their performance and learn from mistakes. “We are pleased to note that the UPSC made a decision in this regard,” Pti quoted the bank. Senior lawyer Kapil Sibal, who represents the requesters, argued that the pleas were submitted for “wrong question” and that the requesters lost so many years. “As a result of comprehensive summit and the pious role assigned to the UPSC as a constitutional body, the commission came to a conscious and well -considered decision as below: (a) the preliminary answer key published after the preliminary investigation was made,” the UPSC said, PTI quoted the Affidit statement. What has changed? Once the preliminary answer key is published after the UPSC exam, candidates will be able to dispute the answers to each question, provided every objection raised is supported by at least three authoritative sources. After the release of the preliminary answer key and the submission of objections, a panel of experts of the topic in question will finalize the answer keys.
