In the first strategy, the Ministry of Manpower emphasizes the importance of increasing competence, inclusivity and labor productivity as the basis of industrial resilience. One of the efforts made is the transformation of the Work Training Center (BLK) into a modern occupational training institution, responding to industrial needs and is aimed at future skills. In addition, the Ministry of Manpower continues to expand access to jobs that are inclusive for vulnerable groups, including people with disabilities and women. In order to build up an adaptable and competitive work culture, the Ministry of Manpower will also introduce a national productivity movement as a national initiative to encourage a culture of achievement and growth in the world of work. The second strategy focuses on developing transformative industrial relations. The Ministry of Manpower encourages changes in the pattern of working relationships from the confrontative approach to shared purposes, by strengthening social dialogue between management and trade unions. “We can’t just rely on regulations. It requires a strong trust and cooperation between management and workers,” Yassierli said. Meanwhile, the third strategy is aimed at creating a healthy, fair and sustainable business climate by maintaining employment norms and OHS standards. The Ministry of Manpower continues to oversee various priority issues, such as detention of diplomas, discrimination in recruitment, violation of post-Phk rights, K3 offenses, to the practice of illegal levies. This maintenance effort is reinforced by the use of technology through digitization of the supervision and reporting system, as well as active involving stakeholders in the creation of more transparent and accountable labor management.
