He emphasized that the project auction process could start in November or December, so that the implementation of activities at the beginning of the year could go faster. “The experience of the central government, at the PUPR Ministry, is that auctions can start in November-December. According to Pramono, this step was taken to correct the old pattern where new projects started at the end of the year and caused a buildup of spending in December. “If the auction only starts in March or April, it will only be implemented in October-November. As a result, money piles up in December, as said by the Minister of Finance (Purbaya) yesterday,” he said. Previously, the realization of spending for the regional income and expenditure (APBD) until the third quarter of 2025 was considered to be still slow.
