Telangana first state to implement SC-subcategorization. What does that mean? Who helps it? Set out in 7 points | Today news
Telangana became the first state in the country on Monday to implement scheduled castes (SC) categorization. The Minister of Irrigation, a Uttam Kumar Reddy, said a government order was issued on this. The command implemented the Telangana scheduled castle (rationalization of discussion law) 2025. The state congressional government issued a newspaper notice with April 14, 2025 as the appointed day for subcategorizing scheduled castors (SC) in three groups. “The next act of the Telangana legislature received the consent of the Governor of Telangana on April 8, 2025, and the said consent will be first published in the Telangana Gazette for general information on April 14, 2025,” The Go said. Go issued on Ambedkar Jayanti The issuing of Go coincided with the Ambedkar Jayanti – the birthday of Dr Br Ambedkar, the architect of the Indian Constitution. The planned castes (rationalization of the discussion), 2025, was approved in the meeting last month. The government of Telangana had earlier appointed a commission appointed under the leadership of the retired judge of the Supreme Court Justice Shameem Mince on SC-subcategorizing, which made recommendations that the 59 scheduled cabinets (SC) communities are divided into three groups- II and III for the total reservations of 15 percent in government opportunities. What are the categories? According to the notice, scheduled castles in the state will be divided into three categories – Group I, II and III. Group I: As many as 15 sub-exposed ones categorized as most backwardly, classified as group I with 1 percent discussion. These groups form only 0.5 percent of the population, but the government has decided to provide them with 1 percent reservation to offer educational and jobs to the most backward among the SCs. Group II: As many as 18 sub-Casts of the total 59 that received marginal benefits were placed under group II with 9 percent proviso. Group III: In the same way, 26 sub-results are placed relatively better in Group III in terms of opportunities with 5 percent proviso. Minister Reddy, who heads a SC categorization subcommittee, said the first copy of the GO was given to Chief Minister A Revanth Reddy on the morning of April 14. “From this moment, from this moment, the SC categorization in Telangana will be implemented. Who will benefit? Minister Reddy said if the SC population rises in the 2026 census, the reservations for it will rise accordingly. The recruitment of government opportunities would be immediately based on the classification of the SC communities, and the youth from these communities were exhorted to use the opportunity, the minister said. The classification will not apply to the vacancies already notified, the minister said. Health Minister C Damodar Rajanarsimha, who was co-chairman of the SC categorization subcommittee, said that 33 of the 59 sub-Casts continue in the same group in which they were placed in the past, and there were only 26 sub-rolls that were 3.43 percent of the SC population. The ruling of the 2024 Supreme Court The SC-Sub Classification Policy has constitutional support. The Supreme Court maintained the constitutionality of the SCS and Scheduled Tribes (STS) in a landmark ruling on August 1 last year to provide separate quotas for the most marginalized groups in these communities. A seven-judge constitutional bank led by the then Chief Justice of India, Dy Chandrachud, ruled whether the SCS and STS sub-classification is permissible for the purpose to submit. The decision had consequences for states, such as Telangana, which wanted to provide greater protection to some caste that are under -represented despite reservations compared to the so -called dominant scheduled cabinets. The court also ruled that “historical and empirical evidence indicates that scheduled castes are not a homogeneous class.” Historical inequalities address: Experts The congress government has taken into account the content of the judgment, empirical data, social, economic, educational, employment and political status of the SC communities in the classification of SCs in three groups for the implementation of the judge. Experts said that the state’s decision to underclassify 59 scheduled cases (SCS) in three groups is an important moment in India’s affirmative action discourse. “It seems that the purpose of the decision is to address the historical inequalities within marginalized groups, so that the benefit of discussion should not be monopolized by certain categories within a specific caste group,” said Hyderabad, head of the Department of Political Science. Political motives The move also comes with political motive. Alam said that Congress government, led by CM Reddy, tried to consolidate other backward classes (OBCs) and SC voters before the local body election in the state. The OBCs and SCs consist of 70 percent of Telangana voters. Telangana also recently decided to increase the OBC quota to 42 percent. However, this step disputes the Supreme Court’s 50 percent quotation copy established in the Indra Sawhney ruling (1992), which was confirmed in 2021 when the Maratha quota law was drafted. Rahul Gandhi talked about 50 percent removal on the booking. At the All India Congress Committee (AICC) session held earlier this month in Ahmedabad, Gujarat, Rahul Gandhi, the leader of the opposition in Lok Sabha, said that the congress parties the wall that limits the reservation to 50 percent for the SCS, the ST’s and the OBCs. The larger national purpose, at the national level, is the Telangana case clearly a model for the congress party trying to reconsider itself as the party that benefits imperial social justice and emphasizes the ‘reluctance’ of Bharatiya Janata (BJP) to release cabinets census data, according to Prof Alam. “Telangana is the first state in India to implement the revolutionary decision of SC-subcategorizing. We are all proud to make history. On the highly pleasant day of the birth mind of Bharat Ratna BabaSaheb Dr Br Amedkar, the Telangana State paid tribute to a great act of social justice. ‘SC-Sub-castes,’ Monday.
