State Bureau, New -Delhi. Environment Minister Singh Sirsa welcomed the High Court decision on Wednesday that enabled the use of green fireworks during Diwali in the national capital. He also said that the district magistrate would determine the place for their sale. Sirsa, who addresses a press conference at the Secretariat, said manufacturers would have to ensure that no prohibited fire worker entered the markets of Delhi-NCR. He also called on the residents to use only green crackers. Sirsa said the court order would be followed strictly and that the manufacturers and retailers of the fire worker should give a business that they would not violate the guidelines for the court. “We will see to it that Diwali is celebrated with fireworks and that the air and people of Delhi stay healthy,” he said. Sirsa said strict monitoring will be done to stop the sale of banned firehearms in Delhi and to ensure the full compliance with the directions of the Supreme Court. The minister said that no one currently has a license to sell green crackers in Delhi and the District Magistrate (DM) will issue the license. He further said that the online sale of fireworks will not be allowed. The minister said forbidden firefighters will be confiscated and stores selling it will be closed. Licensed manufacturers will ensure that no other fireworks other than green crackers enter Delhi-NCR. He said that if violations are found during monitoring, the licenses of manufacturers will be suspended. Sirsa said the Delhi pollution control committee in collaboration with Central Pollution Control Board (CPCB) started monitoring from October 14 and that it will continue until October 25. The monitoring reports will be reviewed to assess any change in the air quality index (AQI). The Supreme Court has defined the roles of each agency and set standards. First artificial rain test possible after Diwali area Minister Singh Sirsa said the first test of multiple artificial rain in Delhi to Diwali would be done after receiving the green signal from the meteorological department. At a press conference, Sirsa said that pilots had completed test flights over the area where the artificial rainfall campaign was planned. He further said that the plane is fully equipped for this procedure and that the crew is trained and familiar with the area. “From consent training, the entire arrangement is ready. The aircraft are equipped with cloud sowing devices and pilots flew over the target areas for preparation. Now we are just waiting for the IMD’s permission,” he said.
