Jeff Moon, a former China’s US trade representative assistant during the Barrack Obama administration, believes that US President Donald Trump’s new rates against China ‘will be limited and ineffective. Moon spoke to Bloomberg TV on October 11 and added that he thought Donald Trump had to learn in April that he had to roll back tariffs, that the US could not maintain excessive duties against China in the long run. When asked why he thought that increased rates against China would be ineffective, Moon remembered how Trump rolled up the 145 percent rates in April, which led to the “Taco” mark remarks -that is, the “Trump Always Chickens Out” memes. “The Chinese did not return (in April), not at all. And after that, Trump cut back, Trump cut. And I think he should have learned from the experience that rates at that massive rate are just not sustainable, and that there are many ingredients that would strictly object,” Moon said. He added that the government for the Chinese side, although the ‘people would be injured’, ‘would play the nationalism card’, adding: ‘Honestly, the Chinese people would eat the pain, and so it wouldn’t work out very well for Trump.’ About China’s attempt to limit rare earth -mineral exports … Moon felt that Trump’s new rates had influenced the US -China’s trade conversations to a certain extent. He added that on the Chinese side they probably saw that the US had still imposed restrictions and “really fucked it”. He noted that Chinese export restrictions were announced after a long national holiday, which means “these restrictions were planned and approved before the holidays. It is not a casual event, it was something very intentional.” Insight from the time to work with Chinese: ‘Always retaliation, self -sufficient’ Moon felt that although American tactics in dealing with China have not changed over the years, it is now more aggressive.
