Digital Desk, Srinagar. The Home Department of Jammu and Kashmir has taken an important step, the Union Territory Jail Rules-2022 changed to meet the needs of disabled prisoners in jail. According to a notice, the Jammu and Kashmir administration has made several important changes in the prison rules to improve the treatment and care of disabled prisoners, which will provide these prisoners. On instructions from Jammu and Kashmir Lieutenant -Governor Manoj Sinha, the Union Territory Home Department took these important steps. These amendments are also included in the prison manual. According to the notice, discrimination should not be done on the basis of disability with disabilities and is entitled to equality and respect. The notice also states that if any discrimination on the basis of disability is found in any prisoner, the prison management for this will be guilty, and if proven, it will face strict action. It also states that the infrastructure facilities available in all prisons must be made accessible to disabled prisoners according to the proposal standards and guidelines notified by the Ministry of Home Affairs (MHA). Not only that, “proper health services to disabled prisoners, including psychiatry and psychological services, must also have access to rehabilitation programs and drugs.” According to the amendment in the prison rules, the disability of all the prisoners who arrive at the time of admission will be investigated. The notice also states that their specific needs should be mentioned in the prison records concerned to ensure appropriate housing and assistance. ‘It is further said that the prison staff should receive regular training for sensitive to the needs of disabled prisoners and to treat them properly.
