When Pramono admits Purbaya is '1,000% right' about trillions in bank funds
Jakarta – Minister of Finance Purbaya Yudhi Sadewa revealed that there are 15 provinces whose regional funds are deposited in banks, one of which is DKI Jakarta which amounts to IDR 14.6 trillion. This was also confirmed by the governor of DKI Jakarta, Pramono Anung. Pramono has confirmed that the information is correct. He said that the funds belonging to the Jakarta Provincial Government, which were called Purbaya deposits, will be used to pay various obligations and projects at the end of the year. “As stated by the Minister of Finance, Mr Purbaya, there is indeed Rp. 14.6 trillion in funds owned by the DKI Regional Government in Bank Jakarta. This is true, not 100 percent, but 1,000 percent true,” said Pramono at Dukuh Atas MRT Station, Central Jakarta, Wednesday (22/10/2020). This is because budget expenditures in DKI tend to increase in the last quarter of each year due to payments for development projects and public service activities that are completed in November-December. “This is the pattern in Jakarta, there is an increase in payments at the end of the year. In 2023 alone it will be around IDR 16 trillion, in 2024 IDR 18 trillion. So this fund is prepared for those payments,” he said. Pramono said that the DKI Provincial Government has also asked the Ministry of Finance to accelerate the transfer of additional funds amounting to IDR 10 trillion to support the acceleration of regional spending at the end of the year. He assured that the funds currently stored are not idle funds or idle funds but are part of regional cash planning. “We even asked the Minister of Finance: ‘Please add Rp. 10 trillion, transfer it immediately’ because we will use it to pay for projects. So nothing is held back, everything is scheduled for use,” he stressed. Pramono also said that Jakarta’s regional revenue performance continued to be solid. The realization of regional taxes reached or even slightly exceeded the set target. Meanwhile, DKI Jakarta Provincial Government’s spending pattern, Assistant for Economy and Finance of the DKI Jakarta Regional Secretary Suharini Eliawati said that Rp. 14.6 trillion in the bank was not the Regional Government’s intention to save funds to get interest rewards. Suharini touched on the DKI Provincial Government’s Dutch pattern. “This is related to the spending patterns of regional governments, including the DKI Provincial Government, which experienced accelerated payments in the last quarter,” explained Suharini in a statement on the Jakarta Provincial Government’s website on Wednesday (10/22/2025). Suharini added that the residual surplus budget calculations (SiLPA) showed high figures till November. He said that figure would shrink drastically in December every year, as payments had increased significantly in the past two months. “As an illustration, payments in December 2023 will reach IDR 16 T and December 2024 will reach IDR 18 T,” Suharini said. The governor of DKI Jakarta, Pramono Anung, urged regional officials to speed up budget absorption, especially priority spending with large allocations, while still paying attention to good governance. The slowdown in spending in the second and third quarters occurred as a result of adjustments to the quick win program through the 2025 Revised Regional Revenue and Expenditure Budget (APBD-P) and improvements in the management of the procurement of goods and services according to the principles of good governance and better spending (benefit). The DKI Provincial Government continues to encourage budget absorption in Quarter IV through quality spending, which has an impact on the interests of the community.
