Bihar Elections: Challenge of education and development is major issue in Karghar assembly.

Patna, October 31 (IANS). Amid the ongoing excitement over the Bihar Assembly elections, the discussion over the Karghar seat has intensified. The constituency of Karghar assembly which falls under Sasaram subdivision of Rohtas district is a completely rural area. It consists of 257 villages and the nearest town is Sasaram, the district headquarters. In the absence of urban centers, the economy and social life here is mainly based on agriculture. The historical identity of Karghar has long been linked to Sasaram. This area was considered an integral part of Sasaram not only administratively but also politically. After delimitation in 2008, it got the status of a separate assembly constituency and elections were held here for the first time in 2010. It was earlier part of Sasaram assembly. This area is still backward in terms of education. There is a lack of higher education institutions here and a lack of resources in schools remains a major challenge. Youth often have to move to other cities or states for better education and job opportunities. The state of health services is also poor. Primary health centers are still not functioning properly in many panchayats here. According to the Election Commission data of 2024, the total population of Karghar is 5,67,156. Of these, 2.94,543 are men and 2.72,613 are women. At the same time, the total number of voters is 3,29,466. This includes 1,72,706 men, 1,56,750 women and 10 third generation voters. In terms of social structure, the participation of Scheduled Castes here is about 20.41 percent, while Muslim voters are about 6.4 percent. OBC and upper caste communities also have a strong presence, making the electoral equations crucial. The biggest challenges of the Karghar assembly are education, employment and infrastructure. Roads, electricity and health services are still incomplete in rural areas. Agriculture is the backbone here, but due to lack of adequate irrigation facilities, farmers have to suffer losses every year. Lack of employment and migration among the youth is a serious problem. In the midst of all this, people expect that whatever government is formed, it should fix the basic amenities. The mix of OBC, upper caste and Dalit voters in Karghar makes it the center of a triangular contest in every election. RJD’s Yadav-Muslim equation, JDU’s Kurmi-Dalit base and BJP’s upper caste strengthen all three parties. East Champaran, October 31 (IANS). Dhaka seat of East Champaran has once again become the center of political unrest in Bihar Assembly elections 2025. Voting for this general category seat under Sheohar Lok Sabha constituency will be held in the second phase on November 11, while the results will be announced on November 14. Dhaka is a busy town in North Bihar, adjacent to the border of India. Being the headquarters of the Sikarhana subdivision, it is the center of local business. Dhaka, located 28 km northeast of Motihari, the district headquarters, is connected by road to Mehsi, Bairagnia and Sugauli. Raxaul (28 km northwest) is an important trade center connecting with Gour, Chandranighapur and Birgunj of Nepal. In the south are Sitamarhi-Belsand (60–90 km) and Patna (180 km southwest). Whether the similarity of the name is a coincidence or the influence of pre-Partition Bengali traders, the local legends make it interesting. Paddy, maize and sugarcane are the most important crops in the agricultural economy. Branded goods along with local products are available in the markets, but migration of youth to Delhi, Punjab and Maharashtra is common. Remittances are the backbone of the local economy. The proximity to the border also poses challenges of smuggling and illegal entry. Dhaka has shown diversity in its electoral history. The Congress had dominance in the initial phase. The Congress won 6 out of 9 elections from 1952 to 1985, with leaders like Masudur Rahman and Motiur Rahman prominent. Later there was an exchange of power between BJP and RJD. BJP won 5 times, RJD 2, and CPI, Praja Socialist Party, Janata Party and an independent won one each. BJP’s Avnish Kumar Singh won four times in 1990–2005. RJD’s Manoj Kumar Singh was successful in 2000. In 2010, independent Pawan Kumar Jaiswal defeated JDU’s Faisal Rehman. In 2015, RJD’s Faisal Rehman defeated Jaiswal by 19,197 votes. In 2020, Jaiswal won on BJP ticket with 99,792 votes (48.01 percent) defeating RJD’s Rehman with 89,678 votes (43.15 percent) by 10,114 votes. In 2024, RJD took the lead in Lok Sabha with 12,818 votes, challenging the assembly. In 2025, BJP again fielded Pawan Jaiswal. Jaiswal, founder and social activist of Ram Rahim Sena, is popular for schemes like mass marriages. RJD has given a ticket to Faisal Rehman, whose father Motiur Rehman was a Rajya Sabha MP. To talk about local issues, irrigation, flood control, migration, education, health and border security are the most important. According to the Election Commission data, the total population of the area is 5,48,926, of which 2,85,632 are males and 2,63,294 are females. Not only have I been writing about skin care for more than a decade, but I’m now in my mid-40s and seeing my combination skin become increasingly parched thanks, in large part, to Ms. Menopause. Throughout my testing, I discovered that there are quite a few truly good dry-skin moisturizers that could have made our list. To narrow things, I became more nit-picky with things like texture, value and scent.

Weleda Skin Food: Weleda’s cream has a big fan base and is also a favorite of Yahoo Senior Shopping Writer Britt Ross, but I ultimately left it off due to the strong fragrance. It’s nice, but the essential oils included here may be irritating for many.

Grown Alchemist Hydra-Restore Day Cream: This has a wonderful rich yet spreadable texture, but, like Weleda, I left it off the list due to the heavy scent.

Dr. Jart+ Ceramidin Skin Barrier Moisturizing Cream: When it comes to barrier repair and extreme dryness, this is a solid choice (and comes recommended by many derms I’ve interviewed). I happened to prefer the texture of Dr. Althea’s version, but found this one to be a great option for dry spots.

What to look for in a dry-skin moisturizer

Humectants: aka the water magnets

Ingredients like hyaluronic acid, glycerin, urea and panthenol are humectants — molecules that attract moisture from the air (and your deeper skin layers) to plump things up. Our Dr. Diamond Metacine pick has seven multi-weight hyaluronic molecules, plus barrier-repairing ceramides and more emollients for ultimate hydration.

Emollients: Barrier-repair heroes

These oil-like ingredients fill the gaps between rough skin cells, making skin feel smoother and more flexible. These include ingredients like squalane (prominent in our best overall winner from The Outset), shea butter, jojoba oil and avocado oil as well as fatty acids, esters and triglyceride.

Occlusives: Seal in moisture, stat

Occlusives create a protective film on top of the skin that prevents water from evaporating, reducing transepidermal water loss, or TEWL. Our Cerave Moisturizing Cream pick includes both petrolatum and dimethicone, two occlusives that effectively lock in moisture, which is especially helpful for overnight or in low-humidity environments.

Soothing and anti-inflammatory helpers

Ingredients like allantoin, panthenol and colloidal oatmeal calm irritation and reduce redness common that’s common in dry, flaky or eczema-prone skin. What does it mean to have dry skin?

You probably have dry skin if your skin feels tight or flaky. “With a lack of sebum, dry skin also lacks the lipids that it needs to retain moisture and build a protective shield against external influences,” Mian says. “This may cause dry skin to appear dull and become rough, flaky, irritated or even itchy.” Dry skin often feels tight or less elastic, appears dehydrated, and may show more visible fine lines than other skin types, Mian adds.

Why do I need a face moisturizer?

Next to face cleansers, moisturizers are one of the most basic skin care products, and they’re important for a reason. “Using a face moisturizer is essential for dry skin because it helps to replace lost moisture, restore the skin’s natural barrier function, and prevent further moisture loss,” says Lamb. “Moisturizers also help to improve the skin’s texture and appearance, making it smooth and supple.” (Plus, there’s that whole part about dry skin showing more fine lines and wrinkles, so if you want to tackle those, you’re going to need to keep your skin hydrated!)

What type of moisturizer is best for dry skin?

Leave the lighter-weight formulas to oily-skinned friends. “For dry skin, a thicker, creamier moisturizer formula is typically best, as it provides more hydration and creates a protective barrier on the skin to lock in moisture,” Lamb says.

Which ingredients should I look for in a dry-skin moisturizer?

Dr. Mona Gohara, a board-certified dermatologist based in Connecticut, says you should choose a moisturizer enriched with ingredients that provide both immediate relief and strengthen the skin’s barrier over time. “Ingredients such as colloidal oatmeal, shea butter and allantoin are highly beneficial,” she says. “Colloidal oatmeal accelerates skin renewal, shea butter deeply moisturizes and nourishes, and allantoin calms and soothes.”

Mian recommends hydrating ingredients such as hyaluronic acid, glycerin, dimethicone and ceramides. “These ingredients help attract and retain moisture in the skin while strengthening and protecting the skin’s barrier. You can also consider moisturizers with occlusive agents like shea butter or petrolatum, as they create a barrier on the skin’s surface to prevent water loss,” she says.

Can you use the same moisturizer for day and night?

Mian says you can use the same moisturizer in your morning and evening routines, but this advice can vary person to person. “For some people, the same moisturizer for day and night is best because it helps streamline their routine. If you find a moisturizer you really like, I’d recommend using that morning and night because I find that my patients are more consistent with their skin care when it’s a product they love!” she says.

Lamb agrees that moisturizers can multi-task in morning routines and before bed but points out that, “Some people prefer to use a thicker moisturizer at night for extra hydration while opting for a lighter formula during the day, especially if wearing makeup.”
