DPR Commission V urges to investigate Terra Drone building management: if there is a crime, bring justice

Jakarta – Vice Chairman of Commission V DPR RI Syaiful Huda assessed that the fire at the Terra Drone building in Central Jakarta that killed 22 people shows poor building management in Indonesia. Huda urged the building management to be investigated and brought to court if there are any criminal elements. “We consider the fire of the Tera Drone building in Jakarta as evidence of poor management of buildings and public buildings in Indonesia. There are many cases of buildings used for public activities, including offices, schools and places of worship, which are left without significant supervision,” Huda told reporters, Thursday (11/12/2025). In fact, he said, every building manager should have plans for fire protection, maintenance, periodic inspections and evacuation drills. “Failure in safety management can directly lead to deaths or disabilities that harm many people, and this matter continues to happen repeatedly without meaningful change,” he said. Huda urged the Ministry of Public Works to evaluate the safety management of public buildings in Indonesia. He said every building must meet safety requirements. Based on Minister of Public Works Regulation (Permen PU) Number 14/PRT/2017, he said, buildings for public activities must meet requirements such as the number of doors, door width, circulation, direction of door and window openings, and the number of public building entrances. Apart from that, PUPR Ministerial Regulation Number 26/PRT/M/2008 also regulates that public buildings must have a fire protection system starting from alarms, detectors, fire extinguishers, fire hydrants, to evacuation routes. “The Ministry of Public Works should not only supervise at the beginning, but neglect the stage of regular inspections on the safety management of public buildings in Indonesia,” he said. Huda suspects that there are allegations of safety management violations by the Terra Drone building management. He highlighted the suspicion that the six-storey building has only one entry and exit door. “Even though there is data that the building has a certificate of suitability for use (SLF), in reality there is only one access to go in and out. This situation caused a bottleneck in the process of rescuing the victims, so many of them died,” explained Huda. Huda then requested that the fire case be thoroughly investigated. He hopes that a similar incident will not happen again. “The building management can be investigated and if there are elements of criminal offences, it can be brought to court. The number of 22 people who died is not a small number. These are human lives that have relatives,” he said. The Terra Drone building fire is reported to have occurred at 12.43 WIB, Tuesday (9/12). The total death toll from this fire incident was 22 people, consisting of 15 women and 7 men. One of the victims was a pregnant woman. Central Jakarta Metropolitan Police Chief Commissioner Susatyo Purnomo Condro said the fire started on the 1st floor. The fire is believed to have started from a lithium battery on the 1st floor. Thick smoke then spread to the 6th floor. “There was a battery on the 1st floor, that’s what caught fire,” said Susatyo Purnomo Condro at the location on Tuesday (9/12). The National Police Hospital has also completed the identification of the body. Based on the results of the investigation, it is believed that the victim died from smoke and carbon monoxide gas inhalation. The police also stated that they will question the owner of the Terra Drone building. “The Central Jakarta Police are also conducting investigations of all witnesses, including business owners and building owners,” Susatyo Purnomo Condro, Chief Commissioner of the Metro Police in Central Jakarta, told journalists at the scene of the fire, Cempaka Putih, Central Jakarta, on Tuesday (9/12).
