Minister of Home Affairs asks the regional government to speed up data collection on state land assets

Jakarta – Minister of Interior (Mendagri), Muhammad Tito Karnavian has asked regional governments (Pemda) to support the acceleration of data collection on state-owned land assets. This can be used for the development of Red and White Village/Subdistrict Cooperative (Kopdeskel) infrastructure, such as outlets and warehouses. He emphasized that Kopdeskel is a national strategic program launched by President Prabowo Subianto, so it must be supported by the central and regional governments. “It is included in his (President’s) vision and mission and is one of his Quick Win strategic programs,” Tito said in a written statement on Friday (31/10/2025). To speed up this process, Tito emphasized the importance of support and concrete steps from regional heads. He asked governors, regents and mayors to make land data collection a regional priority. This step can be taken by involving related agencies such as the Community and Village Empowerment Service (DPMD), the Cooperative Service and the Regional Financial and Asset Management Agency (BPKAD). Apart from that, Tito asked the Regional Government to actively direct village chiefs and their apparatus to carry out data collection on state land. “Please give direction to co-governors, especially regents and mayors, because regents and mayors are civil servants for town chiefs and their apparatus,” he said. Tito also emphasized that the Regional Government must pay attention to the four main criteria for land suitable for use for the construction of the Red and White Kopdeskel. These criteria include clear legal status of the land; minimum area of ​​1,000 square meters; strategic location and easily accessible to the public; and the condition of the land is ready to be built and is not located in a disaster prone area. He explained that the Ministry of Home Affairs had set up a Task Force to speed up land acquisition for the Red and White Headed Skull. The task force consists of four teams with a division of tasks covering all regions in Indonesia. This task force will work in parallel with other related parties, including the TNI. “We will later do an evaluation once a week. Once a week we will specifically read out which areas have made progress and which have not,” he explained. Furthermore, Tito is optimistic that the synergy between the central government, TNI, regional government, including village governments, will speed up government land data collection for the Red and White Kopdeskel. He emphasized the importance of the existence of the Red and White Kopdeskel for strengthening regional development, including economic growth. “With all due respect, fellow regional heads, we are moving. But yes, everything does not come immediately, everything has to go through a process,” he explained.
