The passengers who stayed at the night shelter told in hushed tones that they were being charged a convenience fee (illegal collection) in the name of guarding the bags. Seven or eight people were found warming themselves by bonfires in the bitter cold, but the atmosphere there looked less like a night shelter and more like a recovery center.
