US President Donald Trump’s administration, in cooperation with Russian officials, has prepared a 28-point peace proposal, which has intensified discussion around the world. Putin said that this agreement could be the path to final peace. Zelensky does not accept it. Putin said discussions on this proposal only began after the meeting in Alaska. Ukrainian President Zelensky does not seem happy about this. On his stand, Donald Trump clearly stated that he must either accept the terms or continue to fight the war. Russian and American officials prepared this draft together. However, the draft clearly shows that both Russia and Ukraine will have to lag behind in some things. This agreement begins with the statement that Ukraine is an independent, sovereign country and its sovereignty will be accepted by all parties. A comprehensive non-aggression pact will be signed between Russia, Ukraine and Europe. Whatever problems have existed between the two sides in the past 30 years, they will be considered forever resolved with this agreement. Most important in this is that Russia will not attack any neighboring country and NATO will not expand. It also includes that both NATO and Russia will bring stability to their existing border security policies. There will be security talks between Russia and NATO mediated by America. The goal of this dialogue will be to end all security disputes, reduce tensions, create new possibilities for global peace and economic cooperation. Ukraine will be provided with solid, credible security guarantees. This means that if it is attacked in the future, its consequences will apply directly. The size of Ukraine’s military will also be limited by this agreement. Ukraine will not be able to maintain an army larger than 600,000 lakh soldiers. This is a kind of military sanction that will shrink Ukraine’s military structure. Ukraine will write in its constitution that it will not join NATO. NATO will also write in its statutes that Ukraine will not gain membership in the future either. NATO will not deploy any troops in Ukraine. This would keep Ukraine free from NATO’s formal or informal military presence. European fighter jets will be deployed in Poland. This means the European security structure will be kept away from the borders of Ukraine. Four detailed conditions of America’s security guarantee (a) America will receive economic compensation in exchange for this guarantee. (b) If Ukraine attacks Russia, the guarantee will end immediately. (c) If Russia attacks Ukraine, America and its allies will give a decisive military response. All global sanctions will be reimposed against Russia. Recognition of any new area will be cancelled. All the benefits to Russia associated with this agreement will end. If Ukraine launches missiles at Moscow or St. Petersburg firing, this security guarantee will be void. Ukraine will still be eligible to join the European Union. As long as this process is ongoing, it will have special access to the European market. A major reconstruction and investment package for Ukraine includes – (a) a Ukraine Development Fund for investment in fast-growing sectors – technology, data centers, AI. (b) America and Ukraine will jointly redevelop energy infrastructure such as gas pipelines and storage. (c) Rehabilitation of war affected areas, reconstruction of cities and houses. (d) Development of infrastructure. (e) Exploitation of minerals and natural resources. (f) The World Bank will prepare a special financing package. Russia will return to the global economy. These include: (a) Restrictions will be removed in a phased manner. (b) America and Russia will form a long-term economic partnership. This partnership will be in energy, minerals, AI, data centers, rare earth projects in the Arctic, etc. (c) Russia will rejoin the G7, and the group will again become the G8. Use of frozen Russian funds: (a) 100 billion dollars will be withdrawn from Russia’s frozen funds and invested in the reconstruction of Ukraine. (b) America will take 50% profit from this investment. (c) Europe will add another 100 billion dollars to it. (d) The remaining Russian frozen funds will go into a separate US-Russian fund, which will invest in joint projects to improve mutual relations and reduce the possibility of future conflict. A joint US-Russian working group will be formed on security issues. His task will be to ensure compliance with the entire agreement. Russia will register non-aggression policy in its law. This means the commitment not to attack Europe and Ukraine will be in Russian law. America and Russia will expand nuclear arms control treaties. It also includes treaties such as START I. Ukraine will always remain a non-nuclear country. This will be in accordance with the NPT treaty. Zaporizhia Nuclear Plant will operate under the supervision of IAEA. The electricity generated will be distributed equally between both the countries. There will also be cultural and social tolerance programs. These include comprehensive reforms- (a) Ukraine EU Will adopt religious tolerance and linguistic minority protection rules. (b) Both countries will end discrimination in media and education. (c) Complete ban on Nazi ideology and activities related to it. The most disputed regional provisions. (a) Crimea, Luhansk, Donetsk will be considered part of Russia. America will recognize and include it as well. (b) The existing ‘Line of Contact’ of Kherson and Zaporozhye front line will be frozen. (c) Russia will relinquish the remaining occupation outside these 5 areas. (d) Ukraine will withdraw from its controlled part of Donetsk; This area will become a neutral, internationally recognized buffer zone. (e) Russian military will not enter this buffer zone. Both countries will not change these fixed borders by force in the future. If someone makes such an attempt, the security guarantee will not apply. Russia will allow Ukraine to use the Dnieper River commercially. Freedom to send grain and goods via the Black Sea will be ensured. A humanitarian committee will be formed. These committees will return all the prisoners and dead bodies on ‘all for all’ basis. Will return all civilian prisoners and children held hostage. Will manage family reunification programs and implement special relief measures for war victims. New elections will be held in Ukraine within 100 days. Full amnesty to all parties to the war. This means that no further lawsuit, claim or complaint will be filed. The entire agreement will be legally binding. It will be monitored by the ‘Peace Council’, which will be chaired by President Donald Trump. There will be sanctions for violation. The ceasefire will take effect immediately once all parties agree.
