Saurabh Luthra and Gaurav Luthra, the prime accused in the fire at Goa’s famous “Birch by Romeo Lane” nightclub, have been arrested in Phuket, Thailand. However, their return to India is still pending due to the cancellation of their passports by the Government of India and the resulting lengthy legal and administrative extradition process. Where are Saurabh and Gaurav Luthra in Thailand now? According to sources, Saurabh and Gaurav Luthra are currently in the custody of the Phuket Police. In the next 1-2 days, Thai Interpol and local police will fly them to Bangkok’s Don Mueang International Airport (DMK). From there, they will be transferred directly to Suan Lu Immigration Detention Center (IDC). Detention in IDC usually lasts for 2 to 4 days, until all necessary documents for return to India are completed. The biggest hurdle is passport cancellation. Therefore, a normal “pass out” cannot be issued. Now the Indian Embassy in Bangkok will have to issue an emergency certificate or identity certificate. This document, along with formal approval from both countries, usually takes 36 to 48 hours, sometimes even 3-4 days. What is the process of emergency certificate? This includes the reverification of photographs, fingerprints and identification with the NOC; Official talks between the Government of India and Thai authorities; Verification of fugitive status and extradition warrant; Issuance of EC by Indian Embassy; Final approval by Thai Immigration; And book plane tickets. What is the process after emergency certificate? Upon receipt of the EC, the brothers will be placed on a flight to Delhi under the strict supervision of the Thai police. A team of CBI or Goa police will receive them at Delhi airport and arrest them immediately. Currently, the entire process can take another 5 to 8 days. Goa Police and CBI teams are present in Bangkok and are continuously coordinating with Thai authorities and the Indian Embassy. On August 10, 2024, 25 people lost their lives in a massive fire that broke out at the Birch by Romeo Lane nightclub in Panaji.
